SANITATION & SEPTIC

Community Development offers application processing and permitting for conventional and some alternative on-site septic wastewater systems. Services include monitoring site investigations, reviewing applications and installation plans, issuing construction authorizations, inspecting newly installed septic systems, issuing authorizations for discharge from septic systems, and processing transfers of septic systems to new property owners.

The authority for the environmental programs is delegated to Community Development by Arizona Department of Environmental Quality, often referred to as ADEQ. Their website is www.azdeq.gov

 ADEQ Notice of Transfer of Ownership

Any person selling or transferring ownership of a property served by an on-site wastewater treatment facility (includes a conventional septic tank system or alternative on-site wastewater treatment facility) must retain a qualified Inspector to inspect the facility within six months prior to transferring ownership of the property (Arizona Administrative Code, A.A.C. R18-9-A316). Typically, such an inspection is triggered by the resale of a home by an owner. Well Permitting & Forms

Prior to drilling a new well, or deepening or modifying an existing well, a Notice of Intent to Drill must be filed with Arizona Department of Water Resources, also known as ADWR. More information about wells can be found on ADWR’s website. Community Development's fee is $100.00 for Well Approval in addition to the ADWR fee.

 

Septage Hauler

A.A.C. R-18-13-1103(A) requires that any person who owns or operates a vehicle or appurtenant equipment used to store, collect, or dispose of sewage or human excreta that is removed from a septic tank or other on-site wastewater treatment facility, privy, sewage vault, or fixed or transportable chemical toilet shall obtain a license for each vehicle from ADEQ. This license is not transferable from person to person or from vehicle to vehicle. Note: a separate application and fee must be submitted for each vehicle license. Part of the ADEQ application requires a vehicle inspection by a local county health department prior to submitting the application to ADEQ, where the local county authority will issue a Septage Hauler Permit valid for the year. This inspection must be completed prior to submittal to ADEQ for processing. Septage Hauler Permits through La Paz County are valid for the remaining calendar year after inspection, and must be re-inspected and renewed each year to operate in La Paz County. The fee for Septage Hauler Permits from La Paz County is $200.00 per vehicle and must be payable to La Paz County Community Development. A La Paz County Septage Hauler permit includes an inspection report that can then be submitted to ADEQ for ADEQ Septage Hauler Licenses, both a permit from La Paz County and license from ADEQ (if applicable) are required to operate.

Garbage Hauler

A.A.C. R18-13-304. Garbage Hauler Permits through La Paz County are valid for the remaining calendar year after inspection, and must be re-inspected and renewed prior to each year to operate in La Paz County. The fee for Garbage Hauler Permits from La Paz County is $150.00 per vehicle and must be payable to La Paz County Community Development.

Chemical Toilets

Chemical Toilet Permits through La Paz County are valid for the remaining calendar year after inspection, and must be re-inspected and renewed prior to each year to operate in La Paz County. The fee for Chemical Toilet Permits from La Paz County is $100.00 per business and must be payable to La Paz County Community Development.
